What is an all-purpose allowance and why does it matter for construction payroll?
An all-purpose allowance must be included in the base rate before calculating overtime, leave loading, and superannuation. Paying it as a flat addition — rather than incorporating it into the rate base — creates systematic underpayment across every overtime hour worked, every leave payment made, and every superannuation contribution calculated. This is one of the most common and highest-value underpayment errors in Australian construction payroll. Is misconfiguring Enterprise Agreement payroll a criminal offence in Australia?
Since 1 January 2025, intentional underpayment of employees is a criminal offence under the Fair Work Legislation Amendment (Closing Loopholes) Act 2023. Underpayment caused by misconfigured payroll is not automatically considered unknowing — particularly where the configuration error is systematic and recurring.
